Consuls and Consular Law – Past, Present, and Future

Abstract
The article examines the development of the institution of consuls and consular law, tracing its origins from the forerunners of consuls in the time of the first states to the present day. Following an overview of its historical development, the article compares contemporary consuls with their predecessors from earlier periods, as well as with diplomatic representatives. It then provides a concise analysis of the concept and historical development of consular law. Particular attention is devoted to the potential developments that may shape the future of the institution of consuls and consular law in the relatively near future. The author believes that the institution of consuls may disappear more rapidly than is commonly assumed. This development may result from a combination of factors, including the gradual erosion of state sovereignty, changes within the international community, the disappearance of certain functions currently performed by consuls, the transfer of some consular responsibilities to other bodies (including diplomatic agents and domestic state authorities), and the growing use of artificial intelligence, robots, and other technical innovations. In the meantime, any substantial changes in the role and status of consuls will necessarily entail the adoption of a new universal codification of consular law.
